Essay and/or background: With tensions against the US increasing in Latin America in recent years, our next president will need to tread carefully in the region to repair the damage that has been done.

Why are you putting quotations. It is pretty clear (not just from American media) that these two are indeed dictators and have a habit of taking things away like free speech
