Having to keep a license plate like that will serve as a deterrant to drunk driving

people are not going to be scared off by having a yellow license plate if they're not scared off by the current penalties (jail, fine, license suspension).

Some people just don't think they'll get caught. They'll still think that. Other people just don't think. They won't be thinking about yellow plates.

You need to be careful with everyone on the road at all times, not just yellow license plate people, especially with people talking on cell phones, eating, etc.

It could actually result in greater danger, as cars avoid something that normal driving patterns would not. Also, it could be something of a distraction.
