Yes, by necessity, but it's better to spread out the costs over a large group than make the people who lost the genetic lottery pay for their random misfortunes.

Point
the increased costs from banning consideration of prior illness may mean more people go without any coverage at all. This would need to be weighed against the the more even costs

Insurers would have a gov't plan to compete with. When they would deny your claims, the gov't plan wouldn't.
