by not having a mandate, get a free rider problem, where people don't buy insurance and then expect the system to cover their ER costs. Insurance works best with more people.

Obama's plan will leave over 15 million people uninsured. His subsidies aren't as generous, and his plan won't keep costs down. He needs to require a mandate for everyone!
