Nuclear plants are an expensive form of power when compared to natural gas and coal. Nuclear plants will only be built with liability caps and massive govt. massive subsidies.

Nuclear can only expand so fast because of a shortage of qualified personnel. It takes time to train engineers, physicists etc... qualified to safely operate a nuclear plant.
